In a portion dated Placentia 10 Sept. 1736, Joseph Gledhill says that he received his father's commission. The company consists of old men "fitt for Chelsea". He has received 7 months provisions only by Capt. St. Barbe. |

Order of Council stating that the Lords have prepared a draft relating to Philip Vanbrugh's Commission. They have added articles in the draft of instructions to allow for the appointment of judges and Commissioners of Oyer and Terminer for trying criminals and awarding executions. Article 67 allows the Governor to hold one Oyer and Terminer court a year. No one will be executed until a report will be made to this Council. Power to apppoint judges, however, shall not be the Governor's. The 67th Article, shall be taken out and a new draft shall be made. |

He found the soldiers in Placentia properly clothed and armed, but the fort is in a wretched defenceless condition. The Lt. Governor has to rent a house in town. St. John's Harbour, the most frequented harbour, has no defence. He is sending the Account of Ordnances, the state of the Fishery, and the Answers to the Heads. He offers a harsh assessment of the Irish in Newfoundland: " The most material and universal complaints are against the great numbers of Irish Roman Catholics yearly brought into Newfoundland, and remain the winter season, to the very great prejudice of His Majesty's Protestant subjects, who dred the consequense that may attend them in case of war; and humbly beg their case may be laid before your lordship that a method may be found to prevent such imbarkation in Ireland." |
